Were Taxpayers Charged For Moran's Visit To The Beaches Of Nantucket Last Summer? It is common for senators and congressmen to use the summers for enlightening and taxpayer-funded travel to resort areas. All that is needed is for the resort area to feature some event that the legislator can say is related to his official duties, and the cost of the trip is then subsidized by taxpayers. In June and July of 2003 James Moran, who represents Virginia not Massachusetts, developed an apparently insatiable curiosity about the activities of a group of visiting Venezuelan legislators who happened to be staying at that time at the resort island of Nantucket off the coast of Massachusetts. Massachusetts congressman William Delahunt arranged an opportunity for congressmen to fly into the island from all over the country and to meet with these visitors. Conveniently, the event just happened to precede the July 4, 2003 weekend. Delahunt's House website notes in a 6/27/03 press release:
