Let's keep track of all the legislation which James Moran proposes that goes nowhere, and let's ask whether the 8th district needs a more effective and less controversial representative in Congress. Moran has made it into the national papers twice in the past few days. The Dec. 25 Washington Post included an article entitled "Bill Would Tighten Emission Rules on Power Plants: Moran Seeks to End 'Credit Swapping'" about proposed environmental legislation: "Rep. James P. Moran Jr. (D-Va.) has submitted legislation that would give states more authority to crack down on coal-fired power plants that are allowed exemptions under federal law when they violate emission allowances. The bill was submitted last month in Congress but likely will not be discussed until spring. It would amend sections of the Clean Air Act of 1990." If next spring comes and goes and the legislation has not become law, it will be appropriate to wonder why it did not pass. Does Moran's unpopularity affect his ability to pass legislation? A Dec. 24 article in the New York Times entitled "Firing of Chief of Park Police Prompts Criticism" lists Moran as one of three legislators fighing the firing, the other two being Steny Hoyer and Eleanor Holmes Norton: "At least three Democratic members of the House from the Washington area — Representative Steny H. Hoyer of Maryland, the Democratic whip; Representative James P. Moran of Virginia, a member of the appropriations committee that provides money for the Park Service; and Delegate Eleanor Holmes Norton of the District of Columbia — have also expressed concern." Moran has already stated that he expects the U.S. Park Police chief to be fired, and said that he, Moran, lacks the influence to do anything about it. Is Moran an effective congressman, or a bumbling fool who alienates his constituents and fellow legislators alike? < | >
