Where is the missing $4,750? Online FEC records indicate that James Moran only returned about $10,000 of the $15,000 he raised from the Safa Group. You can read an extract of Moran's FEC filings at http://www.opensecrets.org/politicians/expend.asp?CID=N00002083&cycle=2002 These filings show that Moran returned $10,250 to Safa Group officials in the 2001-2002 election cycle. Moran returned no money to the Safa group officials in the 2003-2004 cycle (cf. http://www.opensecrets.org/politicians/expend.asp?CID=N00002083&cycle=2004). Moran only began returning Saar Foundation (Safa Group entity) contributions in 2002. Hence there is $4,750 of Safa Group contributions to Moran unaccounted for. Here is what the records say Moran spent in the 2001-2002 cycle. All of the Safa Group officials had names beginning with A or B.
